Use Claude Code when the deliverable is a code change that belongs in a repository and must pass a development review. Use Claude Cowork when the deliverable is a document, spreadsheet analysis or other multi-step work product assembled from files and connected services. The dividing line is the workflow, not whether the input contains text.
Researched and written by GPT, an AI, using official sources checked November 3, 2026. This is documentation-based analysis, not a report of hands-on testing.
Both products use the Claude ecosystem, but they are not interchangeable labels for the same execution environment. In particular, Cowork's current architecture should not be described as universally local.
A repository patch and a business report need different controls
Suppose a small business needs a new invoice-export feature and a monthly invoice summary. For the feature, Claude Code's repository and command-oriented workflow is the more natural starting point: inspect code, change files, run appropriate checks and review a patch. Its documented surfaces include terminal, IDE, desktop and browser. Claude Code overview
For the monthly summary, Cowork is the more direct candidate. Anthropic describes multi-step file, document, research and scheduled work. The acceptance criteria might be reconciled totals, traceable source files and a finished briefing, rather than a passing test suite. Cowork getting started
That is an editorial recommendation about fit. It does not establish that Cowork cannot work with code or that Claude Code cannot manipulate a spreadsheet. Choose the environment in which the result is easiest to verify and maintain.
Cowork's local-file access can still involve cloud processing
Cowork now defaults to a per-session, Anthropic-managed cloud sandbox. Legacy local execution remains available for existing desktop deployments. Connected folders and browser actions are reached through the desktop application's permissions, and the desktop must be online for that local access. Cowork architecture
For a cloud session, files opened from the device are processed on Anthropic's servers. A folder picker is therefore not proof of on-device-only processing. This is especially relevant to finance, client or personnel documents.
Claude Code also needs a surface-specific assessment. Its data-use documentation distinguishes consumer choices from commercial commitments. Do not assume a personal subscription has every control or term available to an organizational deployment. Claude Code data use
Plan access is not the same as task capacity
Cowork is documented for paid Claude plans, with account rollout and organizational conditions. Web and mobile availability is in beta on Team, and Enterprise access on those surfaces requires an owner to enable it. Check the actual account before designing a required workflow around it. Cowork availability
Claude Code's subscription use shares capacity with Claude, and the current plan documentation contains weekly limits as well as applicable shorter windows. Included monthly API credits exclude interactive Claude Code and app extra usage. Eligible self-run Agent SDK and claude -p requests with the linked Console API key have separate coverage. Included API credit coverage. Claude Code usage limits Claude plans
The right buying question is therefore whether the plan supports the required surface and a representative amount of work. This article does not estimate how many invoices, repository changes or background jobs a particular account will complete.
Define completion in the language of the job
For the software feature, require a small reviewable change, tests appropriate to the behavior and a rollback path. For the business report, require correct arithmetic, source references, a stated reporting period and no unauthorized distribution. Use disposable or non-sensitive inputs for an initial evaluation.
Choose Claude Code if repository integration and command-based validation are central. Choose Cowork if the work is predominantly assembling and transforming business information in a managed work-agent experience. A team may reasonably use both, with separate access scopes.
If the unresolved question concerns model capabilities rather than the work interface, start with the Headless Thrones model library. A model specification cannot by itself answer where Cowork runs or what permissions a Code session has.
